Absolutely correct bytebug. I just tested it. The system took the price but didn't post it to the price board. That is a huge improvement!
When adding stations to the MSL, pay attention to how other stations are listed so when you add the new station it is consistent with your area.

Before adding a new gas station through the MSL, check to see if maybe it's already in there and you're just not finding it, perhaps because of a disagreement about which side of a city boundary it's on. (You can, btw, report prices for a station even if it's not in the MSL; also, a station might be in the MSL but not have any current prices posted for it.)

To add a station, click on the Gas Prices tab and the Master Station List sub-tab.
Points not redeemed for tickets do roll over, so you can hoard a bunch of tickets if you want. Probably doesn't affect the ability to win that much.
